Purely going by the way bookshops appear to be laid out, in the UK at least, children's books seem to be divided into several categories:

Picture books
Early readers

then - the areas of interest to you...

The Harry Potter age range, which I think is "officially" 8-12;
and the Alex Rider/Artemis Fowl age group, which I am guessing is 10-14. So I think your book would fit in there.
(Then there's the Twilight stuff which, although I haven't read it, is clearly getting into upper teenage territory because it mentions The Sex.)

But in terms of contacting agents etc, I'd suggest you say "it would appeal to readers of xxxx" so they can instantly place where it would fit in the marketplace, rather than worrying about age ranges because it's largely dependent on the individual child anyway. But I'm far from an expert!

For England only, or would Americans understand that as well?

whoops, that last reply was in response to MLT.

KLM7640, when writing to agents, I do state my age range, but the problem occurs when I enter competitions or groups when you have to tick boxes. Also, I feel I need to be conversant with the age ranges, so that when some agent/publisher/smart-ass asks "Do you think you have a upper-middle grade cross-over book?" I can thump them without being embarrassed that I didn't know the answer.
