Chief Inspector Claud Eustace Teal was Simon Templar's portly protagonist in the Saint books by Leslie Charteris. Teal chewed gum and was always one step behind the Saint. I'm not sure if the two things are connected. The feathered teals are noisy buggers, and one of their principal UK habitats is the Mersey Estuary. i make no comment about this.
