What's the wisdom on non-US based writers submitting to these agents? Does it happen? Should it happen?

From experience of several of my US writer friends, they get taken on by agents more readily than we do here in UK, but many leave with no book deal having been clinched by their agent. US agents seem more willing to take a punt on a writer, but no more able to deliver than a UK one.

Yes, would seem to be the case. Very different in Canada, where over 70% of book deals are negotiated without the mediation of an agent.
